Are operatives promoted solely on whether they complete assignments or are there other factors that also play a role?

ok, i'm still learning to tip-toe around what i can say and what i can't.... ESPECIALLY seeing as the Cam has made an effort to alert me of their tracking of me.... BUT, i want to say that i have made very similar inquiries to that of Aphex Twin's and i have interpreted the response to be slightly different... i don't want to be a tease, but i'm not sure what else i can say.
maybe i can say that i get the impression that they might be more flexible than we might imagine. but that's not to say i've understood correctly.

so basically i just said a bunch of nothing. nevermind me. i'm spaced out again. the cam apparently needs to remind me to take my contacts out at night- pretty soon i'm going to forget where i live.

Aphex's Twin was talking about the Chiefs lack of professionalism in getting Chuck to answer the query, or more to the point how the Chief asked Chuck. I think she was just utilising her position. I don't think she was intending on Aphex's Twin reading "deal with this peons request will you, it bores me greatly seeing the same old stuff" but she would have handed it to chuck without giving it a second thought. I am sure there are more pressing issues for her to take care of.

Isn't Maxwell the one who's supposed so handle the enquires at Neurocam while Charlie is operations? So why is it Charlie answering all the questions?
